Appointed in February 1995, Ms. Hogan-Rowles has the responsibility of managing Los Angeles’ first public private partnership nonprofit economic development corporation, Community Financial Resource Center (CFRC). CFRC is the only comprehensive financial services center dedicated to servicing the needs of distressed communities in Los Angeles County. A native Californian, Ms. Rowles has over 13 years of micro enterprise and community economic development experience and management consulting locally and nationally for organizations such as the Aspen Institute and California Association for Micro-Enterprise Opportunity (CAMEO). Ms. Rowles is a graduate of Loyola Marymount University and Master of Business Administration, Pepperdine University. Ms. Rowles holds several national certifications and volunteer board seats with for-profit and nonprofit corporations.
Vice President & Chief Operating Officer
Ms. Taylor serves as the Vice President & Chief Operating Officer for CFRC, a California nonprofit corporation and a United States Department of the Treasury certified Community Development Financial Institution (CDFI). She oversees a $2MM operating budget and fiscal management of its $7MM loan program. With locations in Los Angeles and San Pedro, CFRC is one Los Angeles’ largest financial service providers incorporated to serve the financial needs of small businesses and under-served communities offering loan programs, technical assistance services, asset building savings programs, homeownership services, and consumer financial management services. Ms. Taylor leads a staff of 20 professionals and manages several joint program partnerships with for-profit and non-profit corporations. A graduate of Wellesley College, Ms. Taylor’s education also includes a MA in Urban Planning from the University of California Los Angeles and a certificate from the Marshall School at University of Southern California in Real Estate Development. She has served as a consultant for the US Department of the Treasury Community Development Financial Institutions Fund and currently is a member of the Aspen Institute MicroTest Microenterprise Research and date collection project.
